Abortion Protester Fails to Halt Illinois City’s Sign Ordinance

Carbondale, Ill., can enforce for now an ordinance that prohibits placing yard signs in the ground on a public right of way, after a federal judge said an abortion protester wasn’t likely to win a free-speech challenge.

The provision was a valid time, place, and manner speech restriction that was narrowly tailored to meet the city’s public safety goal and didn’t discriminate on the basis of viewpoint, Judge Nancy J. Rosenstengel, of the US District Court for the Southern District of Illinois, said Wednesday. Rosenstengel also said the ordinance wasn’t unconstitutionally vague.
