The Pennsylvania Public Utility Commission and Core Communications Inc., a small telephone company, have filed petitions in federal appeals court to review the Federal Communications Commission’s order overhauling the Universal Service Fund and intercarrier compensation systems.
The Pennsylvania PUC and Core are the first to challenge the FCC in court over the 750-page order.
The PUC has filed its petition in the U.S. Court of Appeals for the Third Circuit in Philadelphia (Pennsylvania Public Utility Commission v. Federal Communications Commission).
