GAO Sustains AT&T Protest Against Verizon Contract With SSA

Sept. 2, 2020, 5:28 PM UTC

Government Accountability Office says it sustains an objection by AT&T against the award of a contract to Verizon by the Social Security Admin.

  • “The agency unreasonably concluded that there was no possibility of any potential conflicts arising from the awardee’s performance of a related task order,” GAO says in decision posted on its website
  • GAO recommends SSA conducts new evaluation to reassess potential for conflicts arising from Verizon’s other contractual obligations and document findings
    • Also recommends AT&T be reimbursed the costs of filing and pursuing its challenge
  • NOTE: Contract is for agency’s Next Generation Telephony Project
