FreeAlliance, Mobomo Win Protest of $250 Million IT Procurement

The General Services Administration should reconsider its award of blanket purchase agreements under a $250 million procurement for IT services following successful protests by FreeAlliance.com LLC and Mobomo LLC, the GAO said in a decision released Wednesday.

The agency failed to explain why it didn’t assign the highest rating of “exceptional” to FreeAlliance’s bid, but did assign it to awardee TCG Inc. despite it having “far fewer strengths and weaknesses,” the Government Accountability Office said.

FreeAlliance also showed that the agency erred in finding that half of its proposed labor rates didn’t meet the agency’s threshold to be considered reasonable. ...
