China Telecom (Americas) Corp. petitioned the D.C. Circuit to deem unlawful a Federal Communications Commission order revoking the company’s authority to operate in the U.S.

China Telecom calls a Nov. 2 order from the FCC revoking its domestic and international authority under Section 214 of the Communications Act “arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law,” according to the Monday filing in the U.S. Court of Appeals for the D.C. Circuit.
