Oregon Lawmaker to Retry Thorny State Cap-and-Invest Proposal

An Oregon state senator is planning to put forth a bill for the upcoming legislative session that would create a framework for the state’s own cap-and-invest program, raising a policy play that has sharply divided the statehouse in the past.

Oregon state Sen. Janeen Sollman (D) said a cap-and-invest program overseen in part by the legislature could create more certainty for businesses and could also have better staying power than the state’s current Climate Protection Program (CPP).
