$321 Million FEMA Resource Contract Backed By GAO After Protests

The Federal Emergency Management Agency properly awarded an advisory contract to AECOM Technical Services Inc., despite protests from two competing contractors, the Government Accountability Office ruled.

FEMA sought bids for a blanket-purchase agreement to assist four of its consolidated resource centers in Virginia, Texas, California, and Puerto Rico.

Fluor Federal Services Inc. alleged FEMA failed to comply with regulatory requirements to establish the single-source contract, and CDM Federal Programs Corp. alleged the agency disparately evaluated quotations following its request in November 2021. GAO rejected each of the protester’s claims in a decision released June 9.
