A jury convicted Michael Rand of conspiracy to commit securities fraud and other charges related to an accounting fraud scheme and a federal appellate court affirmed the verdict in 2016. The district court properly stopped him from relitigating those findings during the Securities and Exchange Commission’s civil suit, the U.S. District Court for the Eleventh Circuit said in an unpublished opinion.
