The employer is contesting a two-item serious citation and a penalty of $14,228. The serious citation includes the alleged violations of 29 C.F.R.1926.501(b)(1), for failure to protect each employee on a walking/working surface with an unprotected side or edge six feet or more above a lower level from falling by the use of guardrail systems, safety net systems or personal fall arrest systems; and 29 C.F.R.1926.453(b)(2)(iv), for failure to ensure that employees stand firmly on the floor of an aerial lift basket (No. 18-0447).
