The chairwoman and sole member of the U.S. Chemical Safety and Hazard Investigation Board on Wednesday outlined the legal justification for the agency to proceed with her as a quorum of one.
“There is no question about the legality of a quorum of one,” Katherine Lemos said during a scheduled dial-in meeting with industry representatives and labor leaders.
