Veon CEO Says Russian State Actors Behind Kyivstar Cyberattack

Veon Ltd., the wireless operator that owns Ukraine’s largest mobile company, said a December cyberattack that disrupted phone and internet services for about 24 million people was executed by Russian state actors.

It was a “military-grade attack,” Veon Chief Executive Officer Kaan Terzioglu said in an interview Wednesday at the World Economic Forum in Davos. “It looks like it was state actors, Russian state actors” based on the company’s investigation, he said.
