Electronic Surveillance Bill Rekindles Data Policy Battle (1)

A sweeping bipartisan surveillance bill introduced by lawmakers Tuesday would place guardrails on how the intelligence community uses a controversial spying tool and sets up a potentially bitter battle between the White House and Congress as time to renew the authority runs down.
