Several new methods for the government to pay doctors and hospitals based on patients’ overall health are expected to start Jan. 1. The HHS’s Center for Medicare & Medicaid Innovation has broad power to test these new systems without congressional approval. Models in which doctors can volunteer to participate and provide feedback are likelier to roll out, while some mandatory models face delays.
