The US Department of Health and Human Services wrongfully withheld federally appropriated funds for supporting the education and development of low income children, a congressional watchdog has found.
A Wednesday report from the US Government Accountability Office found the HHS violated federal law meant to block presidential administrations from withholding federal funding to advance their own policy agendas. That law, the Impoundment Control Act of 1974, only allows presidents to withhold funding in “strictly limited circumstances,” the GAO said in the report.
