Guam Officials Ask Ninth Circuit to Reinstate Abortion Limits

Guam officials are appealing to re-impose a restriction that requires women seeking an abortion to have “in-person” counseling at least 24 hours before the procedure.

The officials filed a notice of appeal to the U.S. Court of Appeals for the Ninth Circuit Wednesday regarding a law that prohibits remote face-to-face video conferencing offered by Guam-licensed physicians based elsewhere.

The U.S. District Court for the District of Guam held earlier this month that the officials hadn’t shown teleconferencing would be inferior to in-person communications.
