An eight-garage firehouse in the New Jersey community is sitting empty after residents squashed plans to redevelop the site into dozens of apartments. Summit needs more of that type of building to meet a state mandate to zone for 345 affordable homes over the next decade. So far, it’s planning only 18, according to Fair Share Housing Center, an advocacy group that’s trying to force more building.
