New York and California are moving to the forefront of the Democratic response to the Trump administration’s ICE operations, with lawmakers pushing bills making it easier to recover damages in suits against federal agents.

California is a step ahead, with its Senate on Tuesday passing legislation that would create a civil cause of action for violations of constitutional rights by federal officials.
