A Delaware state law that permits individuals to create vanity license plates must be revised after a federal judge determined it violated the First Amendment
Judge Gregory B. Williams, of the US District Court for the District of Delaware, concluded parts of Reg. 2285 were unconstitutionally overboard and had been arbitrarily enforced after Kari Overington challenged the state law.
