Environmental nonprofit Columbia Riverkeeper filed a lawsuit accusing the city of Quincy, Wash., of repeatedly violating the terms of a permit that allows certain discharges from the city’s industrial wastewater treatment facility.
The complaint, filed Monday in the US District Court for the Eastern District of Washington, alleges the city violated the Clean Water Act by exceeding the numeric effluent limitations in the permit, failing to properly monitor and report discharges, and failing to properly operate and maintain treatment systems to comply with the permit.
