A congressional redistricting effort from Virginia Democrats violates both state law and the state’s constitution, a Virginia judge ruled Tuesday.
The decision strikes a blow to Democratic state lawmakers who gave final approval earlier this month to a proposed constitutional amendment to authorize mid-decade redistricting. The state Senate voted along party lines to approve the amendment, sending it to a referendum election this spring.
