A Virgin Islands Casino Control Commission contractor who was found guilty of stealing government funds lost her appeal to undo a related conspiracy conviction after the Third Circuit on Friday deemed her arguments unconvincing.

Stephanie Barnes claimed there was insufficient evidence to support her conviction for conspiring to steal from a program receiving federal funds, claiming her alleged co-conspirator was merely an agent of the VICCC, not the Virgin Islands government, and that the funds she misappropriated weren’t government funds.
