Utah Social Media Law Appeals Panel Ponders ‘Covered Websites’

The Tenth Circuit appeared intensely focused on whether the definition of “covered websites” in Utah’s social media law regulating youth accounts is content-based as it heard the state’s appeal to overturn a preliminary injunction.

Utah’s law requires social media companies to verify the age of users and to limit minors’ accounts in several ways.

Erin Middleton of the Utah attorney general’s office fielded multiple questions Thursday from the Tenth Circuit panel over how exactly the law functions and how they should review the contested definition.
