USPS Contract Winner Disqualified After Bid Misrepresentations

K2 Solutions Inc., the winner of a United States Postal Service contract for explosive detection services including bomb-sniffing dogs, was disqualified from performing the contract after making misrepresentations about the quality of its past work in its proposal, a federal judge ruled.

After three years of litigation and “multiple re-solicitations, re-awards, and remands,” the US Court of Federal Claims on Wednesday said the contracting officer didn’t adequately assess allegations of material misrepresentations “despite having all relevant information before him.”
