Use of Force Against Protesters Limited at Portland ICE Facility

US Department of Homeland Security agents are barred from firing chemical or other munitions at protesters and press at a federal immigration facility in Portland, Ore., unless they pose an imminent threat of physical harm.

The protesters and journalists who brought the suit are likely to succeed on their claim that federal agents are targeting them with excessive force based on their protected expression, warranting a temporary restraining order, Judge Michael H. Simon of the US District Court for the District of Oregon said in a Tuesday order.
