The Trump administration’s new guidance, excluding classes of lawful permanent residents from federal food-aid benefits, drew a lawsuit from a coalition of states threatened with financial penalties for non-compliance.

The US Department of Agriculture’s Oct. 31 guidance excludes refugees, asylum recipients and others admitted under humanitarian protection programs from participation in the Supplemental Nutrition Assistance Program, even if they later received green cards as lawful permanent residents, said the lawsuit filed Wednesday in the US District Court for the District of Oregon.
