The Trump administration is limited from removing noncitizens being held in federal custody pursuant to the president’s March proclamation invoking the Alien Enemies Act, a federal judge ruled.

Darwin Antonio Arevalo Millan is likely to succeed on the merits of his claim that the law provide detainees more due process rights than the government has provided, Judge John W. Holcomb of the US District Court for the Central District of California said in a Monday order partially granting his request for a preliminary injunction.
