North Carolina state health plan officials lost their bid to revive the plan’s coverage exclusion for gender-confirming care while they appeal an order that permanently blocked it.
Treasurer Dale Folwell and plan administrator Dee Jones must comply with a June decision that barred the exclusion’s enforcement and required the plan to pay for “medically necessary services for the treatment of gender dysphoria,” Judge Loretta C. Biggs, of the US District Court for the Middle District of North Carolina, said.
