A federal judge in Texas who held the state in contempt three times in connection to abuse in its foster care system remains kicked off the case, the US Court of Appeals for the Fifth Circuit ruled.
By a 9-5 vote announced Tuesday, the entire court declined to rehear an October decision from three of the judges to remove Judge Janis Jack of the Southern District of Texas.
