A second federal judge declined to block a Texas law limiting ownership in property by citizens of China, Russia, Iran, and North Korea, a setback to class certification.
Judge Alan Albright dismissed two of the three plaintiffs Thursday. He held off on ruling if the third has standing until a fast-moving appeal plays out in a similar challenge before the US Court of Appeals for the Fifth Circuit.
The two dismissed plaintiffs lack standing because they don’t live in the US, Albright ruled during a virtual hearing.
