Terror Watchlist Case Belongs in District Court, Challenger Says

An attorney for a nonprofit executive hoping to challenge his apparent placement on a government watch list urged a Seventh Circuit panel Wednesday to let a district court wade through the complicated process by which someone is put on the list.

Halil Demir “is not aware of whatever agency placed him” on the list, nor does he know “what information supported any placement” on the list, said Samira Elhosary of the Muslim Legal Fund of America. “That’s not something that’s the government’s policy to provide, and that’s something we challenge.”
