Non-profit watchdog Campaign Legal Center can mount a federal lawsuit claiming Hillary Clinton’s 2016 presidential campaign and a political action committee wrongly failed to report contributions in the form of opposition research and press outreach, the D.C. Circuit ruled Tuesday.
