States Challenge DHS, FEMA Over Emergency Grant Program Changes

Twelve mostly Democratic Party-led states sued the Trump administration on Tuesday, challenging recent modifications to two emergency preparedness grant programs.

The suing states contest changes to the Emergency Management Performance Grant and the Homeland Security Grant Program, which allegedly require them to certify their population minus recently deported people and shortens grant performance periods from three years to one. They say these modifications render the grants “largely unusable” and will hinder their emergency preparedness and response capabilities.
