Representatives’ California Voting Map Challenge Stalls Out

A lawsuit by a pair of Republican congressmen challenging California’s recently approved redistricting isn’t moving forward, at least for now.

In a short order issued Monday, the US Court of Appeals for the Fifth Circuit said it wouldn’t compel the district court to convene a three-judge panel to hear their case. Federal law requires courts to convene a three-judge panel when an lawsuit challenges the constitutionality of the apportionment of congressional districts.
