A panel of Manhattan judges on Wednesday seemed convinced that New York City taxi drivers have standing to challenge a city program that aims to increase the number of for-hire vehicles.
The New York Taxi Workers Alliance has shown it could suffer actual injury if the city’s pilot program—which aims to allow more than 2,500 additional for-hire vehicles to use otherwise-idle street-hail livery licenses—is allowed to move forward. New York Supreme Court First Appellate Department Associate Justice Barbara Kapnick said during oral arguments.
“Doesn’t that at least give them standing to bring claims?” Kapnick asked an attorney for the city. ...
