Second Circuit judges hinted Wednesday that New York City has a substantial interest in implementing an adult entertainment zoning law that’s been on hold for 23 years.
Judge Steven Menashi of the US Court of Appeals for the Second Circuit said during oral arguments that the city has an interest in combating crime and other secondary negative effects that have been linked with the presence of adult entertainment businesses, such as strip clubs and bookstores.
