NY Town Adopts Ranked Choice Ballot Ahead of Voting Rights Trial

The town of Newburgh, NY, agreed to adopt a ranked-choice voting system as part of a settlement in a case alleging its system for electing board members dilutes the voting power of Black and Hispanic residents.

Westchester County Supreme Court Justice Nancy Quinn Koba signed the settlement Thursday, three months after the state Court of Appeals shot down the town’s attempt to claim a state law banning voter dilution is unconstitutional. The terms of the agreement ensure the town, located about 60 miles north of New York City, complies with the state law.
