New York’s Independent Redistricting Commission must submit a new congressional map to the legislature, a state appeals court judge ruled, handing a win to Democrats seeking new lines for next year’s election.

Republicans immediately announced their intention to appeal the case to the Court of Appeals, which is New York’s highest court.
