Nonprofit, Tenants Inch Toward Settlement Over Skid Row Property

A California judge appears likely to uphold class certification in a legal battle over decrepit conditions at the AIDS Healthcare Foundation’s low-income housing property on Skid Row, which allegedly include feral cats roaming the halls, cockroach and bedbug infestations, and frequent power outages.

Judge William F. Highberger proposed on Monday to send the parties — including the class of about 350 Madison Hotel tenants who allege that they’re owed rent rebates for enduring uninhabitable conditions — to another Los Angeles County Superior Court judge for a settlement conference after he rules on the motion.
