New Jersey municipal governments can exceed a statutory $2,000 local fine cap by issuing recurring daily infractions, a state appeals court ruled Tuesday.

A Union County developer must cough up $68,283 for failing to erect proper fencing around its construction site for nearly two years, the Superior Court Appellate Division ruled in a published decision.
