The program, known as HACER, prevents non-Hispanic students with severe financial needs from seeking scholarships based on their ethnic heritage, the American Alliance for Equal Rights said in a complaint filed with the US District Court for the Middle District of Tennessee Sunday.
The program violates a federal statute, 42 U.S.C. § 1981, the complaint says.
The plaintiff says it is a nationwide membership organization dedicated to ending racial and ethnic classifications.
