Leidos Unsuccessful in Two Army Human Intel Services Protests

Leidos Inc. was unable to show that the Army erred by eliminating its bid to perform a counterintelligence and human intelligence support services task order because the contractor failed to provide required labor rate information from a subcontractor, the GAO said in in a decision released Friday.

The Army reasonably decided the bid was noncompliant with the solicitation because Leidos didn’t provide indirect labor rate, fringe benefits rate, overhead rate, and other necessary information, the GAO said.

The Army explained that it needed the requested information in order to conduct a cost realism analysis, the GAO said.
