LA Breached Settlement Over Homeless Shelter Beds, Judge Rules

A federal judge issued in a scathing opinion that Los Angeles officials breached a 2022 settlement agreement to expand short-term shelter capacity, but stopped short of placing the city’s homeless services under a receivership.

Judge David O. Carter of the US District Court for the Central District of California said Tuesday the city failed to provide a plan to create almost 13,000 beds, missing numerous milestones on creating shelter and housing. The city also improperly reported and disobeyed orders on encampment reductions; and failed to provide accurate and verifiable data to the court, according to Carter.
