Judges Grill Iowa City in Contract Dispute After Political Op-Ed

An attorney for the City of West Des Moines, Iowa faced tough questions Thursday from an Eighth Circuit panel over the city’s disputed lower-court win in a contract dispute with a security contractor who publicly criticized the Black Lives Matter movement.

Tom Conley’s company The Conley Group Inc. provided security services at the West Des Moines City Hall, and he alleged that the city canceled the contract after the Des Moines Register published his letter criticizing the BLM movement following disturbances in the city prompted by the police killing of George Floyd.
