The moves are in response to a June 27 Supreme Court ruling that judges generally can’t issue nationwide injunctions that block federal policies outright and paused those orders in all three birthright cases. The justices held that injunctions — intended to prevent harm to parties while courts decide the underlying issues — can only apply to plaintiffs rather than anyone who might be hurt.
