A jury could conclude that several wardens and tactical commanders, alongside statewide officials, participated in unconstitutional searches, violating the constitutional rights of a class of approximately 10,000 prisoners, Judge Staci M. Yandle, of the US District Court for the Southern District of Illinois said Wednesday.
