The Department of Housing and Urban Development must pause its plans to restrict grants to build permanent supportive housing for homeless populations.
Two homeless service groups showed a strong likelihood that their suit will prevail on the merits, that HUD’s policy produces “irreparable harm,” and that a pause serves the public interest, said Judge Mary S. McElroy of the US District Court for the District of Rhode Island Sunday as she issued a temporary restraining order.
