The Trump administration on Thursday urged the First Circuit to vacate an order that blocked federal agencies from pausing funding appropriated through Biden-era green infrastructure laws.
But Chief Judge David J. Barron questioned whether the US Court of Appeals for the First Circuit should allow the district court to take another look at its preliminary injunction order, which was issued prior to the US Supreme Court’s ruling in Trump v. CASA that limited the ability of district courts to issue universal injunctions.
