More than two dozen Western US localities prevailed in their bid to temporarily block the Trump administration from withholding federal funds for failing to comply with the president’s domestic agenda.

The local counties, commissions, and public safety bodies from California, Arizona, and Washington are likely to succeed on the merits of their claims that the funding conditions are unconstitutional and violate federal procedural requirements, Judge William H. Orrick said in a Nov. 21 opinion.
