Deloitte Upends Homeland Security Award in GAO Protest Action

Deloitte Consulting LLP won a challenge to the Department of Homeland Security’s award of a contract for technical systems integration support systems to CGI Federal Inc.

The department issued the request for bids in an effort to modernize and integrate the financial management systems for the DHS Office of the Chief Financial Officer Joint Program Management Office.

DHS received quotations from Deloitte and CGI on July 25, 2023. CGI’s quotation identified a “teaming partner,” the US Government Accountability Office said in a ruling released Thursday.
