The US Department of Treasury improperly sanctioned a citizen of Cyprus and his two businesses for connections to Russia’s financial services sector, according to a federal court complaint.
The sanctions against Dmitry Vitalyevich Bugayenko, Veles International Limited, and Hadlerco Limited should be set aside because Bugayenko hasn’t supported Russian acts deemed harmful by the US government, according to his Monday complaint filed with the US District Court for the District of Columbia.
